Los 10 principales desafíos del próximo presidente

A 48 horas de las PASO, un panorama de los problemas más acuciantes que deberá resolver el sucesor de CFK a partir del 10 de diciembre, si aspira a volver a colocar a la Argentina en la senda del crecimiento. Entre el estancamiento económico y del mercado laboral, el cepo, el estigma del default y el narcotráfico, las urgencias que reclaman soluciones.

Empezó la cuenta regresiva para las PASO. El próximo domingo los más de 32 millones de argentinos habilitados para votar concurrirán a las urnas para elegir su candidato a presidente entre el amplio abanico de postulantes por las distintas fuerzas políticas que aspiran a suceder al kirchnerismo. El Gobierno, en tanto, comenzará a transitar el último tramo de su mandato, tras 12 años en el poder. Un derrotero que concluirá, indefectiblemente, el 10 de diciembre, con varias cuentas pendientes que deberá «pagar» el sucesor de Cristina Fernández (previo paso por el comicio del 25 de octubre y una eventual segunda vuelta el 22 de noviembre).

Daniel Scioli, Mauricio Macri, Lilita Carrió, Ernesto Sanz, Sergio Massa, José Manuel de la Sota, Margarita Stolbizer, Jorge Altamira…, gane quien gane, los desafíos serán múltiples y no habrá espacio para improvisaciones. Aquí, un listado con 10 de los temas más críticos.

1 Pobreza «Cuántos pobres hay es una pregunta bastante complicada. Yo no tengo el número de pobres, me parece una medida bastante estigmatizante». El autor de esa polémica frase no es otro que el actual ministro de Economía, Axel Kicillof. La pronunció en abril pasado y causó tal revuelo, que el propio Gobierno se la vio luego en figurillas para salir a explicar lo inexplicable. Pero, a falta de números oficiales, la última medición del Observatorio de la Deuda Social de la Universidad Católica Argentina le puso fin a la incógnita: 11,5 millones de argentinos, es decir, un 28,7% de la población, son pobres. La triste estadística, que corresponde al 2014, supera a la del año anterior y contrasta con el magro 4,7% que midió el Indec en su último informe, puesto que ese organismo dejó de relevar la pobreza al finalizar el primer trimestre de 2013. La propia Presidenta avaló la cifra oficial en su último viaje a Roma, cuando en la asamblea de la FAO afirmó que la pobreza no superaba el 5%. Pero según la medición de la UCA (que toma una muestra de 5.700 casos en todo el país), la pobreza no ha dejado de subir desde 2011 a la fecha. La consolidación de la inflación por encima del 20% erosionó el poder adquisitivo de los asalariados, destruyó puestos de trabajo e impactó especialmente en aquellas personas con empleo informal.

2 Empleo La creación de trabajo está estancada y será tarea del próximo presidente hacerle frente a este problema para volver a dinamizar el mercado laboral. Según un informe de la consultora Abeceb, en 2014, la industria perdió 27.000 empleos y la construcción, 9.000. Desde que se instauró el cepo cambiario, además, los desempleados pasaron de 1,18 millones en 2011 a 1,25 millones en 2014, cifras que son oficiales. El número de los llamados Ni Ni (jóvenes que ni estudian ni trabajan) asciende al millón y medio. «Reducir la tasa de informalidad laboral -sostiene Manuel Mora y Araujo, director de Ipsos- será una tarea obligada de la próxima gestión». Además, esta semana se conoció un nuevo informe del Ministerio de Trabajo que reconoce que por segundo mes consecutivo la creación de empleo privado fue nula en la Argentina y consigna que nueve de cada 10empresas no prevé ampliar su dotación de personal. En cambio, el empleo público creció de modo exponencial en la última década: el futuro de la plantilla de estatales es un lastre que deja Cristina Kirchner a su sucesor.

3 Crédito hipotecario «Para recomponer el crédito será fundamental lograr la estabilidad macroeconómica y contar con un marco regulatorio creíble -señala Dante Sica, director de Abeceb-. En particular, con una baja tasa de inflación que sea compatible con el ahorro en moneda local». Entre otras cosas, la falta de crédito hipotecario agudiza la parálisis que sufre el sector inmobiliario, jaqueado por las restricciones cambiarias impuestas desde hace más de tres años que llevaron a ese mercado a sufrir su peor crisis desde 2001. Históricamente, la estructura crediticia del país se caracterizó por bajos niveles de crédito hipotecario pero, en los últimos años, estos préstamos perdieron mucha participación en los créditos totales, al pasar del 18% en 2003-2007 a sólo 12% en 2008-2014 y 8% en 2014. Para el IERAL, el retorno del crédito hipotecario dependerá de la baja en la inflación, la evolución de los salarios reales, las perspectivas macro y de la entrada de capitales. Mora y Araujo, por su lado, agrega que el «gran desafío» de la próxima administración será crear un sistema de crédito hipotecario accesible a los jóvenes. «Es una condición necesaria para una más alta movilidad social y una reducción de la pobreza que se manifiesta en hábitats pobres, aun cuando muchas personas trabajan regularmente», sostiene.

4 Seguridad La «sensación de inseguridad» que solía citar el Gobierno Nacional para desviar la atención sobre este tema crítico, hace rato que dio paso a una realidad irrefutable. Se trata de uno de los temas que encabeza cualquier ránking de preocupaciones de los argentinos, en especial en el conurbano. Las cifras dan cuenta de la situación: según los últimos datos disponibles, en 2013 se registraron 83 delitos por hora en la provincia de Buenos Aires. Argentina tiene también la tasa de robos más alta de América latina: 973 cada 100 mil habitantes, según la ONU. También la cifra de homicidios viene en ascenso, aunque las estadísticas oficiales brillan por su ausencia. Es que la Argentina dejó de publicar cifras sobre criminalidad en 2009. A esto hay que sumarle fenómenos nuevos que contemplan otras formas de violencia, incluso vinculadas al narcotráfico, como se ve en Rosario, donde el número de muertes por violencia supera los 200 cada año.

5 Narcotráfico Ojalá estemos a tiempo para evitar la ‘mexicanización de la Argentina», advirtió el Papa Francisco en febrero, en un intento por graficar el crecimiento vertiginoso que tuvo en la última década el narcotráfico. Pruebas al canto: el Informe Mundial sobre Drogas que publica la Oficina de Naciones Unidas contra la Droga y el Delito (UNODC) ubica a la Argentina en el tercer puesto como país de procedencia de cocaína incautada a nivel mundial, detrás de Brasil y Colombia. También el Barómetro del Narcotráfico y las Adicciones de la UCA arroja cifras llamativas. Señala que el 45% de los hogares urbanos reconocen que hay venta de drogas en su barrio, mientras que en los sectores de menores ingresos (villas y asentamientos) esa cifra se eleva al 84%. El abuso de sustancias también aumentó en forma sostenida en la última década. Los datos existentes refutan la vieja creencia de que la Argentina es apenas un país de tránsito (Aníbal Fernández dixit) y no de producción y consumo. Las «adicciones severas» son un problema en más de medio millón de familias urbanas y ya representan una «situación de desborde», según la descripción que hizo hace pocas semanas el coordinador del Observatorio de la UCA, Agustín Salvia, tras dar a conocer el informe. Para Jorge Castro, ex secretario de Planeamiento Estratégico durante el menemismo, se trata de un «problema de orden estratégico y no de un delito común». Por tanto, las soluciones deberían partir de esta premisa.
6 Inflación Uno de los mayores retos que tendrá el próximo presidente será bajar la inflación. Enero de 2007 fue el mes en el que las estadísticas argentinas dejaron de ser creíbles cuando el kirchnerismo decidió intervenir el Indec. La mayoría de los expertos viene advirtiendo que reducir el alza de precios es una de las condiciones necesarias (aunque no suficiente) para apuntalar la inversión y tener chances de volver a colocar a la Argentina en el sendero del crecimiento. «Una estrategia anti-inflacionaria exitosa requiere ante todo de un índice de precios creíble. Se deben alinear las expectativas de todos los agentes económicos y para ello hay que hablar de un único índice de precios y el mismo debe ser confiable. Hay que recuperar el rol del Indec». apunta Dante Sica.

7 Cepo El próximo gobierno también debería sincerar el sistema cambiario. El tema pone sobre el tapete la disyuntiva de gradualismo versus shock que se instaló durante esta campaña y remite al timing que el sucesor de CFK le impondrá a las reformas que requiere el modelo kirchnerista. «Aun cuando esto no será posible inmediatamente -sostiene Sica-, habrá que anunciar rápidamente el camino con el que se alcanzará este objetivo. Caso contrario, se enfrentará una pérdida de reservas creciente, debido a la expectativa de suba del valor oficial del dólar». El director de Abeceb afirma que la salida del cepo exigirá contar con un plan previo para bajar el déficit fiscal, «condición fundamental para recuperar la independencia de la política monentaria».
8 Educación El estado crítico de la educación en la Argentina también encierra un gran desafío para el próximo ocupante del sillón de Rivadavia. «Tenemos dos problemas: cuantitativo, o sea inclusión de todos los niños y jóvenes en edad escolar, y cualitativo, o sea calidad de la enseñanza. Estamos mal en el primero y pésimo en el segundo. Es un desafío mayúsculo, porque no es coyuntural; desde la política educacional se estará diseñando el país que tendremos dentro de varias décadas», argumenta Mora y Araujo. Es que según los últimos resultados de las pruebas PISA, que la Organización para la Cooperación y el Desarrollo Económico (OCDE) efectúa en 60 países del mundo, el nivel secundario en Argentina se estancó entre 2000 y 2012, con una mayor repitencia y sobreedad. En cambio, en el nivel primario -acota Axel Rivas, investigador del Cippec-, hubo una mejoría «especialmente en Matemática, según lo miden las pruebas TERCE de la Unesco (entre 2006 y 2013)». Al mismo tiempo, -agrega- se redujo la repitencia del 6,1% al 4,2%. El incremento del financiamiento educativo (Néstor Kirchner lo llevó al 6% del PBI) permitió ampliar en el período 2003-2013 el acceso a la educación, en particular, en el nivel inicial. Sin embargo, no logró crear un ciclo de mejora en la formación, carrera y prestigio social del docente, clave para elevar la calidad educativa del país.

9 Energía e infraestructura La cifra es alarmante y pertenece al Indec. Casi la mitad de la población argentina -el 46%- no tiene hoy acceso a cloacas. Más aún, un informe del Cippec asegura que, desde 2001, la cobertura de agua potable, cloacas y saneamiento en el país está estancada. Además, los cortes de luz son cada vez más frecuentes, las redes de transporte son ineficientes y las comunicaciones suelen fallar. El mismo estudio revela que la inversión en infraestructura en la última década tuvo un sesgo hacia la red vial. Casi el 80% de la inversión pública entre 2003 y 2013 se destinó al sistema de carreteras nacionales. Más allá de algunos avances a partir de la gestión de Florencio Randazzo, el cuadro más crítico se puede constatar en el sistema ferroviario, con sabidas consecuencias. «Que trasladar un contenedor desde la ciudad de Córdoba hasta el puerto de Buenos Aires cueste más del doble que llevar ese mismo contenedor desde Buenos Aires al de Roterdam es uno de los ejemplos más gráficos de cómo impacta la situación actual de la infraestructura en la competitividad de nuestras exportaciones», plantea Sica, de Abeceb. También el mal estado del sector energético afecta a la economía en su conjunto. En 2014, el déficit de la balanza energética rondó los u$s 6.000 millones. «Este año podría bajar unos u$s 1.000 millones por la caída en el precio del barril del petróleo», dice Emilio Apud, ex secretario de Energía y consultor en temas energéticos. También los subsidios alcanzaron los $ 120.000 millones el año pasado. La Argentina importa hoy casi el 30% de sus necesidades energéticas. Para Apud, «los desafíos son múltiples y tienen que ver con que el sector se ha descapitalizado y necesita una ‘transfusión’ urgente de capitales; inversiones que sólo se consiguen si el mundo recupera la confianza en la Argentina». El próximo presidente deberá generar un marco regulatorio competitivo y consensuado que permita atraer el capital de riesgo, coinciden Sica y Apud. «Hay que terminar con los subsidios restableciendo el equilibrio tarifario», agrega el ex secretario de Energía. Y asegura que, aún haciendo las cosas bien, llevará entre ocho y 10 años recuperar el autoabastecimiento. Por su parte, Castro advierte la necesidad de lograr la plena explotación de los yacimientos de shale gas y shale oil de Vaca Muerta. La potencialidad es enorme. Según la Agencia Internacional de Energía de los EE.UU., Argentina es la segunda reserva mundial de shale gas y la cuarta en shale oil. El desafío es lograr productividad y liquidez financiera de los proyectos e inversiones.

10 Deuda e inversiones La negociación pendiente con los holdouts también será ineludible. Según Jorge Todesca, u$s 11.849 millones sería el total a renegociar con los llamados fondos buitre para salir del default. Por otro lado, la IED (Inversión Extranjera Directa) cayó 41% y se ubicó en u$s 6.612 millones, el nivel más bajo desde 2009, según la Cepal, que consigna además que esta baja obedeció principalmente a la nacionalización de YPF. Mora y Araujo considera que es urgente «elevar rápidamente la tasa de inversión, sin crear distorsiones aun mayores en la base productiva. Desde hace 70 años, la Argentina viene optando por un enfoque de ‘capitalismo de estado’, solo que mal aplicado. El modelo argentino clásico funcionó, pero encontró un techo insuperable cuando fue incapaz de crear fuentes de trabajo para una población en expansión. Necesitamos otro modelo», concluye.

CFK: don’t lift Iran suspect’s sanctions

Letters to US, EU demand answers on status of alleged AMIA conspirator Vahidi
President Cristina Fernández de Kirchner’s administration has warned Washington and the European Union against removing an Iranian official implicated in the 1994 attack on the AMIA Jewish community centre from their sanctions list, as part of the nuclear accord struck between Western powers and Tehran earlier this month.
In a letter to US Secretary of State John Kerry and EU High Representative for Foreign Affairs and Security Policy Federica Mogherini, Foreign Minister Héctor Timerman requested clarification on whether former Iranian defence minister Ahmad Vahidi was among those who were to be delisted. The Wall Street Journal was the first to report on July 27 the sanctions would be lifted.
Fernández de Kirchner took to Twitter to publicize the letters and also blast her critics.
“This is how nations and interests work. This is what some in our country seem to ignore or refuse to admit. Or even worse, they are fully aware of it and keep mum. They are aware but they lie. The interests of Argentina? Fine, thanks,” the president wrote on her Twitter account, criticizing opposition media and the local leaders of the Jewish community organizations who pointed fingers at the Kirchnerite administration for allegedly seeking to lift the Interpol Red Notices with the 2013 Memorandum of Understanding (MOU) with Iran.
Timerman and former Interpol head Ronald Noble dismissed those allegations in January.
In the letters, Timerman requested information on whether the nuclear agreement included conditions on the AMIA suspects.
“I would be grateful if you could advise us whether, as a result of the agreed conditions, scope and effects of the commitment assumed by the EU or by any other signatory to the deal, individuals or actions linked to the AMIA attack would be included,” Timerman wrote.
For its part, the AMIA Jewish community organization backed the request made by the Kirchnerite administration.
The request
Timerman — who recently underwent surgery to remove a tumour — reminded Kerry and Mogherini that Argentina had requested the AMIA case be part of the negotiations between world powers and Iran.
“The firm commitment of my government for justice, to the fight against terrorism in all of its forms and full respect for human rights, has led us to explore all possible avenues for the Argentine Judiciary to be able to fully clarify the attack and for those responsible to be tried in my country,” Timerman wrote.
“It was in that context that the Argentine government duly maintained communications and held bilateral meetings with you and with other officials of your administration,” the Argentine foreign minister said in his letter to Kerry. “The main reason for this was to request that the question of the AMIA attack be included in the negotiations for the nuclear deal with Iran,” he added.
“At a first glance, these two things, i.e. the negotiations for a nuclear deal and the AMIA attack, could have been regarded as unrelated,” Timerman also said. “The request made by my government was, and of course continues to be, fully justified.”
The agreement
The deal signed on July 14 between world powers and Iran in Vienna was the culmination of 20 months of arduous diplomacy. As a result of the agreement signed by the US, EU members and Iran, Western sanctions will be lifted in return for Tehran agreeing to long-term curbs on a nuclear programme that the West has suspected was aimed at creating a nuclear bomb — a claim Iranian authorities have repeatedly denied.
CFK celebrated the agreement shortly after it was sealed.
“We are convinced that dialogue and peaceful resolution of international controversies are the only way to have a fair world,” CFK said yesterday after expressing her concern that the deal could end up affecting the AMIA case.
The suspect
According to the Wall Street Journal piece written by Jay Solomon, Vahidi is among a group of Iranian military officers, nuclear scientists and defence institutions set to be removed from sanctions list as a result of the nuclear accord signed in Vienna.
When a bomb killed 85 people in AMIA in 1994, Vahidi was then a commander of the Iran’s elite overseas military unit, the al-Quds Force, which is a unit of the Revolutionary Guard.
Vahidi went on to become the deputy minister of defence in 2005 and was appointed minister four years later. He was in the post until August 2013.
In 2006, Federal Judge Rodolfo Canicoba Corral requested the arrest of Vahidi and other Iranian officials as suspects of the boming.
In 2013, Timerman signed the MOU with Iran to unlock the investigation into the AMIA case. The agreement included the authorization of the Argentine judge and prosecutor to travel to Tehran to question five suspects and the creation of a truth commission made up of international experts to help with the investigation of the case.
Legal stalemate
Former AMIA special prosecutor Alberto Nisman accused CFK of using the 2013 Memorandum as a Trojan horse to shield the alleged Iranian masterminds of the 1994 bombing. Nisman was found dead four days after filing that criminal complaint, which has since been dismissed by several courts.
The constitutionality of the Memorandum is still being examined by the Comodoro Py courthouse after it was declared unconstitutional by the Federal Criminal Appeals Court in May last year in tune with the requests of the AMIA and DAIA Jewish community organizations. The Justice Ministry appealed that decision, bringing the case before the Federal Cassation Court, the country’s highest criminal tribunal.
The Cassation Court was scheduled to rule on the constitutionality of the agreement on June 30 but it has been deadlocked after substitute judge Luis María Cabral was removed by the Magistrates Council on June 25. Cabral and opposition leaders accused the Kirchnerite administration of separating Cabral to prevent him from voting along with his colleague Juan Carlos Gemignani against the interests of the Pink House.
Kirchnerite sources have also suggested that the MOU was the main reason for the government’s dispute with sectors of the secret services that opposed the agreement, believing that the Pink House was closing ranks with Iran.

They say they embody change, but they have Bullrich as candidate

Máximo Kirchner, son of President Cristina Fernández and candidate to represent Santa Cruz in the Lower House, has mocked the PRO party for claiming to be the new face of politics and including Patricia Bullrich in their ticket.
“They say they are change but they put Patricia Bullrich in their ticket yet again. If that’s what they mean by change, I think pensioners must be trembling in fear,” Máximo Kirchner said during a rally in Río Gallegos city.
The son of late President Néstor Kirchner added PRO’s economists consider Santa Cruz and other provinces as not economically viable, and would cut Aerolíneas Argentinas flights to the region.
“I don’t agree with a single thing they say, but the PRO party does have some new valuable activists of their own. They do not give them the space to project themselves though,” he said, adding Kirchnerism marked the return of political activism to the whole country, not just one political space.

CFK cancels activities due to laryngitis condition

President Cristina Fernández de Kirchner today suspended all her scheduled activities for the next 48 hours, due to an “intense laryngitis”, the Presidential Medical Unit informed in a statement signed by doctors Marcelo Ballesteros and Daniel Fernández.
The head of state was expected to head celebrations of the Welsh community in Chubut.

CFK: ‘Even opposition thinks we are right’

President Cristina Fernández de Kirchner has reviewed some of the successful policies put forward during Kirchnerism and ironically praised BA city Mayor and presidential hopeful Mauricio Macri for changing his political platform and toning down his criticisms.
“Some have discussed the nationalization of YPF, of the AFJP pensions system, but now, even the opposition thinks we are right,” the President said during a nationally broadcasted speech from Río Gallegos, Santa Cruz province.
On Sunday, opposition leader Mauricio Macri toned down his political platform, praising some of the policies defended by Kirchnerism. He later said he did not change his speech much, but added he has “evolved” during these years as regards his political thinking. The head of state today ironically pointed that out.
“I am glad they changed their mind, but think what would have happened if they hadn’t opposed us just for opposing us, how many more thing we might have done,” the head of state added.
The President then said the country’s economy is growing, citing reports by the Pew Research Institute that stated the middle class has doubled in the country in the last decade, and reports by FIEL and INDEC that indicate construction rates have also grown.
“They may want to scare us with occasional (and in reality, inexistent) bank runs, but the country is growing. We have a bright future ahead of us,” Ms Kirchner said.
CFK delivered her address from the “Lucho Fernández” municipal gymnasium, inaugurated by late President Néstor Kirchner when he was Mayor of Río Gallegos.
She was accompanied by Santa Cruz governmental hopeful Alicia Kirchner, Río Gallegos mayoral hopeful Máximo Kirchner, Legal and Technical Secretary Carlos Zannini and Economy Minister Axel Kicillof.
Earlier in the broadcast, agreements with the state-run YPF oil company in the province were signed, and a maritime channel that will join together Santa Cruz and Tierra del Fuego provinces was presented.

Río Gallegos blindada por la Gendarmería para un acto de CFK

El conflicto con los trabajadores lleva 120 días; el propio Berni se encuentra en el lugar para organizar el operativo de seguridad.

La presidenta Cristina Kirchner llegará el jueves a Río Gallegos, que estará fuertemente custodiada por la Gendarmería, medio del paro de trabajadores municipales, que ya lleva más de 120 días.

Cristina realizará anuncios e inaugurará obras del ámbito de la salud, en un acto en el que estará su hijo Máximo Kirchner, primer candidato a diputado nacional por el Frente para la Victoria, y su cuñada Alicia Kirchner, ministra de Desarrollo Social y candidata a la gobernación.

El acto, previsto para las 18 en el gimnasio municipal «Lucho Fernández», tendrá un gran operativo de seguridad, para evitar cualquier conflicto: el propio secretario de Seguridad, Sergio Berni, organizó al personal de distintas fuerzas y el sobrevuelo de helicópteros sobre la ciudad.

El funcionario justificó la presencia de gendarmes que llegaron de Río Turbio, El Calafate y en un vuelo de un Hércules C-130 con brigada antidisturbios «para garantizar las rutas despejadas», por orden de la jueza federal subrogante Andrea Askenazi Vera, por el corte de ruta que realizaron por la tarde trabajadores municipales.

Según se informó, la mandataria inaugurará un nuevo Centro Articulador de Políticas Sanitarias, anuncios en materia de política de salud y se entregarán vehículos a la policía de Santa Cruz.

‘Raises of last 12 years do not exist anywhere in the world’

President Cristina Fernández de Kirchner led the Salary Council meeting as the minimum wage was lifted by 28.5 percent, and claimed that the increases enjoyed by workers over the last 12 years were unheard of elsewhere.

«Nowhere in the world is there a raise of the same character, entity and potency as have been carried out in the last 12 years,» the head of state asserted during a press conference at the end of today’s Salary Council summit between unionists and business leaders.

For CFK, the organisation is «one of the vectors that feeds the internal market,» despite the international crisis of 2008 from which, she claimed, » the world has still not recovered.»

«The key to a capitalist economy is bringing in more and more people to the market as consumers,» she continued.

«We have to produce at accessible prices so that more people can enjoy the goods.»

Today’s rise will bring the minimum wage, seen as a benchmark for employers, to 6060 pesos per month, when the second instalment comes into effect next January.

La conductora del programa mas famoso de almuerzos, de la Argentina, expresó ayer su opinión sobre la Presidente .

Con mucha indignación se refirió a CFK, llamándola «Dictadora».

 

«El país tiene miedo y yo lo noto en mi mesa. La gente  no se anima a opinar. La gente tiene miedo de hablar», fueron sus expresiones.

Además de asignarle los  adjetivos de «actriz frustrada» y «caprichosa» a Cristina Fernández de Kirchner, agregó:  «Ella actúa y lo hace bien cuando hace sus discursos».

 

«Yo creo que es una Dictadura lo que estamos viviendo. Cambian los jueces porque se les viene la noche. Todo pasa por sus manos. Ella manda a los Ministros, los tutea. Esto va  atraer muchos dolores de cabeza», sentenció Mirtha.

Ante la preocupación por sus palabras, por parte de su equipo de producción, la conductora no retrocedió ni un paso y por el contrario arremetió diciendo: «¿Qué van a hacer, me van a poner presa?. Acto seguido, instó a la gente a hablar, ya que considera que el silencio trae aparejado resentimientos y ello no es bueno para nadie.

‘Some have charges for crimes against humanity and they are not even summoned to testify’

President Cristina Fernández de Kirchner has inaugurated the fifth edition of the Tecnópolis science fair held in Villa Martelli, Buenos Aires province, together with Victory Front (FpV) presidential hopeful Daniel Scioli and Cabinet Chief Aníbal Fernández.
Ms Kirchner dedicated the first minutes of her speech to review recent accomplishments in the country’s economy and stressed that during her mandate, GDP growth has followed a rise in employment rates.
“That is not usual in our country; it means we are growing while including more and more workers in our economy. In other decades, we have growth while excluding workers. That is the difference,” CFK said.
The head of state also affirmed Argentina will again grow this year, following international financial reports that indicated the South American country would return to economic growth.
CFK then announced the distribution of digital mobile classrooms, which include netbooks for students and teachers, and enacted the Universal Child Benefit into law. The bill was approved yesterday in the Lower House.
Before finishing her speech, which was nationally broadcasted, the President spoke about the raid carried out by judicial authorities at the house of journalist and broadcaster Víctor Hugo Morales.
Morales saw his residence in the City of Buenos Aires raided authorities working on the lawsuit held against him by Cablevisión of the Clarín Group.
“I express my solidarity with journalist Víctor Hugo Morales,” the President said.
The procedure was ordered by Fernando Saravia of the 11th Commercial Tribunal, related to a judicial action started by Cablevisión against Morales for having shown on the Channel 7 program «Desayuno» images of the 2000 Intercontinental Cup final between Boca Juniors and Real Madrid. The rights to the game had been bought by the cable company, at a time when all football transmissions were in private hands.
Ms Kirchner interpreted the raid as an attack on freedom of speech: “Have Adepa or Fopea said something about the incident?” she questioned, implying both journalistic organizations are mainly focused on opposing her administration.
“And to think others have charges for money laundering, or committing crimes against humanity, and nothing ever happens, they are not even summoned for questioning,” CFK said in reference of the case against La Nación and Clarín Group owners for allegedly illegally buying the Papel Prensa printing company.
“There are judges who are evidently afraid of Clarín. It is not nice to live in a country where the judiciary fears what a newspaper might say in its front page. This cannot be. It is not democratic. There must be no media pressure on judges. It was not necessary to raid the house of a journalist,” the President concluded.

El Juez Bonadio, que acaba de ser retirado de la causa, fue quien le ordenó intervenir a la Policía Metropolitana. En noviembre del año pasado hubo otro allanamiento pero en la sede de Hotesur en la Capital. Al realizarse el procedimiento, la oficina estaba vacía. Esto pone de manifiesto que no tiene nada que ver en el tema, el Jefe de la Ciudad Autónoma de Buenos Aires, ya que en Minuto Uno, se la ha imputado el cargo por el costo del operativo que presuntamente ronda en los 10.000.000 de pesos. Comprendería los gastos de viáticos, sueldos y alojamiento para efectivos de la Policía Metropolitana.

El día de mañana se sorteará al nuevo magistrado. Claudio Bonadío fue corrido de la causa, por un pedido de nulidad de Romina Mercado.

Mercado había manifestado, que el Juez no le permitió presentar peritos de parte, para la investigación contable de la sociedad de la empresa. La Inspección General de Justicia, habría planteado irregularidades en la empresa, al momento de la investigación.

«No es la primera vez que la Metropolitana actúa en otras provincias a requerimiento de la Justicia: lo hicimos en Santa Fe, en Córdoba, en Ushuaia. Hasta en la causa Nisman intervino la Metropolitana. Es un disparate hablar de trasfondo político», aseguró Rodríguez Larreta (Luis Novaresio en entrevista para InfoBAE Tv).

CFK unveils Azurduy statue with Bolivia’s Morales

President Cristina Fernández de Kirchner received Bolivian counterpart Evo Morales in Government House, and highlighted the work carried out in Argentina to reduce inequality and promote social inclusion during her administration.

«The inclusion process does not only save those most vulnerable, although that is the key to that process,» the head of state explained to reporters from the residence, accompanied by Morales.

«Millions of people have been included as consumers and that also benefits small businesses which have been able to expand their commerce because there is a solid internal market.»

CFK led the inauguration of the new statue of War of Independence heroine Juana Azurduy, which was erected in the square towards the rear of Government House, and took the opportunity to praise regional integration as she signed several bilateral agreements with Evo.

«We should not just see each other as clients, but also partners, that is the key to our closer relationship and integration,» she said.

The President also thanked Morales for visiting Argentina and for donating the monument to Azurduy, and asked him to consolidate trade relations between the nation and Bolivia «so that «resources stay in the region and feed our countries.»

Sixth meeting between Pope, CFK but not the last this year

President may meet Bergoglio at the UN General Assembly summit to be held in September

ASUNCIÓN – President Cristina Fernández de Kirchner joined Pope Francis for Mass in Paraguay yesterday on the last leg of the papal South American tour — the sixth time she has met with the pontiff since he was elected to lead the Vatican.

CFK was the only foreign leader in attendance for the Mass at the military base of Nu Guasú, before the pontiff later flew back to Rome after his politically-charged visit to the region, which also took in Bolivia and Ecuador.

At the conclusion of the event, CFK ascended to the altar and gave the pope a gift — a particularly Peronist gift too— of a frame holding a 50-year-old newspaper cutting detailing a prayer the late pope John XXIII offered for Eva Duarte de Perón’s good health.

The pontiff affectionately greeted the president from a majestic altar that was made in homage to the Jesuits and Guaraní indigenous people. Jorge Bergoglio was a Peronist sympathizer in his youth.

The president had watched the hour-and-a-half long ceremony, including the homily and Angelus, in a front row seat alongside Paraguayan President Horacio Cartes, who had extended an invitation to CFK due to the Pope’s visit.

On Saturday night, CFK arrived in Asunción, accompanied by Deputy Foreign Minister Eduardo Zuaín, Chief-of-Staff Eduardo “Wado” de Pedro, and the Argentine ambassador to the Vatican, Eduardo Valdés.

The Argentine government officials weren’t alone. An estimated 154,000 people crossed the border with Paraguay over the past few days, according to the National Migration Directorate. Although these numbers were higher than normal, they were less than previous estimates. CFK was visibly emotional when entering the Nu Guasú camp, where she was greeted by thousands of Argentines and Paraguayans.

Hours before flying to Paraguay, Fernández de Kirchner criticized how major newspapers interpreted a telegram the Pope had sent over when he was flying over Argentine airspace, stating that “what the Pope writes and thinks is being manipulated.” It was a thinly veiled criticism of conservative newspaper La Nación, which said Francis had sent a message in times of increasing tension between the government and opposition leaders for the appointment of substitute judges.

The president did not comment on her sixth meeting with the pope yesterday.

Pope Francis visit

Before arriving in Paraguay, the leader of the Roman Catholic Church had visited Ecuador and Bolivia as part of his South American tour. In the Pope’s homily, which was watched by thousands of people, he highlighted hospitality as one of the key themes in the Christian religion emphasizing that it was one of the fundamental characteristics of a community of faith.

Francis has spent much of the past week railing about the injustices of the global capitalist system that he says idolizes money over people, demanding instead a new economic model where the world resources are distributed equally among all. This has been a main theme on his South American trip, which he reinforced in the last part of his trip.

Past CFK-Pope meetings

Fernández de Kirchner has met with the pontiff frequently since he was elected over two years ago.

The first meeting the president held with Francis was in March of 2013, days after he was appointed.

This was followed by a second in Brazil for World Catholic Youth Day, in July of the same year, where she was accompanied by Lomas de Zamora Mayor Martín Insaurralde, who was then heading the ruling Victory Front (FpV) ticket for Lower House of Congress for the midterms. During their meeting in Brazil, Francis gave a present to CFK for her grandson Néstor Iván. The third meeting was held in March 2014, followed by a fourth in Vatican City, in September 2014.

Yesterday was not the first time “Wado” de Pedro travelled along with CFK to meet the pope. In September last year, the current chief-of-staff arrived at the Holy See with a group of members of La Cámpora, the Kirchnerite youth organization headed by the president’s eldest son, Máximo Kirchner. Then Kirchnerite lawmaker Andrés “Cuervo” Larroque gave Francis a La Cámpora T-shirt and also brought along a portrait of a Peronist icon, father Carlos Mugica, killed in 1974 by the Triple A paramilitary organization. The pontiff was photographed with a T-shirt emblazoned with a La Cámpora inscription and the members of the group headed by the president’s son promised to go on a pilgrimage on December 8 to the Luján basilica, which was seen as a sign that old rancours had been left behind. Long gone are the years when the president and her late husband Néstor Kirchner shunned attending the Te-Deum ceremonies held at the Buenos Aires Metropolitan Cathedral by Bergoglio, due to his criticism to the Kirchnerite administration.

The fifth meeting between CFK and the Pope took place less than two months ago at the Vatican. The president said they did not discuss domestic politics but talked about foreign affairs. Francis has also said that he did not want to meet candidates in an electoral year.

In what remains of her tenure, the president has potentially one or two more chances to meet with Pope Francis again, as she has been invited to join his planned trips to Cuba and the United States, which are scheduled to take place between September 19-22.

CFK: Independence and freedom are won, not paid for

President Cristina Fernández de Kirchner has praised the integration of the Armed Forces with other services in the Southern Cone, while pointing out the strengthening of bilateral ties in the region.

Speaking during the Armed Forces traditional Cameraderie Dinner, the head of state used the example of the recovery of the Libertad Frigate from vulture funds as a show of the country’s independence.

«Independence and freedom are not paid for, they are won,» CFK told military leaders in reference to the seizing and eventual liberation of the boat in Ghana.

Cristina also stated that the frigate had visited Cuba for the first time «before [US president Barack] Obama reestablished diplomatic relations.»

Zannini celebrates ‘unity through diversity’ with Scioli

Legal and Technical secretary Carlos Zannini has defended his partnership with Victory Front presidential hopeful Daniel Scioli, while asserting that the ticket for this year’s elections best represents the entire nation.

«Daniel and I have different lives, because he had a different fate, but we think the same. We think we have to keep digging deeper to have an Argentina with political sovereignty and economic independence to manage social justice,» the vice-presidential candidate stated during a rally in La Rioja.

«In that we are the same, but that is our unity through diversity, for each one to contribute for the team to grow.»

Cundom sworn in as new Army chief

General Ricardo Cundom has sworn in as the new chief of the Army, and affirmed that replacing César Milani in the role was the biggest challenge he had ever faced.

«I am taking on the greatest challenge of my professional life,» Cundom, a veteran of the 1982 Malvinas War, stated during his swearing-in speech.

«Leading the Argentine Army is an extremely high honour.»

Cundom was named by President Cristina Fernández de Kirchner last week as the successor to Milani, who asked to retire in the midst of several judicial accusations against him for human rights violations, as well as illicit enrichment.

Defence and Security ministers Agustín Rossi and María Cecilia Rodríguez were among the government figures present at the ceremony alongside high-ranking military leaders, including Milani. Cundom further expressed his gratitude to «the President, commander-in-chief of the Armed Forces,» for designating him in the role.

‘I tried to recover the Army’s essence and mystique’

General César Milani broke down in tears as he stepped down officially as head of the Army, as he thanked his family while hitting out at what he called a media campaign against his position.

«We will not be going backwards,» a visibly emotional Milani fired during his farewell speech before being formally replaced by new Army chief General Ricardo Cundom.

«All those who tried to make sure with systematic media attacks, lies and slander that we did not fulfil our mission: you were wrong. My disdain goes to all of those. The Army stood up and it is on the march.»

Milani also took the opportunity to thank President Cristina Fernández de Kirchner and Defence minister Agustín Rossi for trusting in his work.

«I am proud and happy because my tenure will be judged by my soldiers, my comrades and my friends,» he affirmed.

CFK names Malvinas veteran Cundom as new Army head

Following the news of General César Milani’s retirement, President Cristina Fernández de Kirchner has named Ricardo Luis Cundom as the new chief of the Army.

The division general, who served during the 1982 Malvinas war, will formally assume his post in the coming days.

The President spent most of today in her official Olivos residence, where in the afternoon she decided who would succeed Milani in the top Army post. After a meeting with Defence minister Agustín Rossi and Legal and Technical secretary Carlos Zannini it was revealed that the force would be led by Cundom, a man with strong links to his predecessor.

The new chief was not Milani’s immediate deputy, and acted as operational commander of the Joint Chiefs of Staff. He also coordinated the three Armed Forces in the last Summer Antarctic Campaign.

While the name of Jorge Luis Motta, Milani’s number two, had circulated as a possible replacement CFK eventually opted for Cundom to lead the branch of the military.

Zannini: I would be honoured to accompany Scioli

Legal and Technical Presidential secretary Carlos Zannini has confirmed that he has accepted Daniel Scioli’s offer to accompany the Buenos Aires governor on the Victory Front ticket for this year’s elections, after the candidate revealed his decision the previous evening.

«I have spoken with the President [Cristina Fernández de Kirchner] and I have accepted Daniel Scioli’s candidacy,» the official told journalists from Government House today.

«It is a great honour to share the ticket with the man who was vice-president to Néstor Kirchenr because this means the continuity of a path.»

When asked about the future of the campaign of Florencio Randazzo, who alongside Scioli is hoping for the Victory Front nomination in the PASO primaries, Zannini only answered «I do not know».

CFK calls on Cameron to discuss Malvinas

President fires back at British PM, who had criticized Timerman for bringing up issue

Tension between Argentina and the United Kingdom escalated yesterday on the Day of the Sovereignty over the Malvinas Islands as UK Prime Minister David Cameron criticized Foreign Minister Héctor Timerman for his words on the issue — and President Cristina Fernández de Kirchner lashed back at the British leader from Buenos Aires.

“Taking charge of our mistakes, of our past and of our choices, we make a new appeal for dialogue,” Fernández de Kirchner said during a rally at the Malvinas Museum that is in the former clandestine detention centre Navy Mechanics School (ESMA).

“The prime minister rebuked our foreign minister, who had only requested (the UK) respect the Charter of the United Nations,” the president said before a group of officials, veterans and human rights activists.

Fernández de Kirchner spoke hours after Timerman raised the issue of the Malvinas during a meeting between the European Union (EU) and the Economic Commission for Latin America (ECLAC) in Brussels.

“The Argentine government requests the EU countries renew the appeal to fulfill the UN resolutions over Malvinas,” Timerman said, emphasizing that the exploitation of natural resources in the region was illegal.

“Regretfully, colonialism — that still exists nowadays — continues with the logic of the appropriation of natural resources. Over the past few months, the South Atlantic has seen hydrocarbon exploitation in the proximity of the Malvinas Islands,” Timerman added.

Cameron, who had already addressed the representatives of the ECLAC and the EU nations, requested to respond to Timerman.

“The Falklands have the right to self-determination,” Cameron said. The Pink House has long argued that the claims for self-determination are not valid because the islanders are an implanted population.

Cameron considered Timerman’s words were “intimidating.” But for the Argentine foreign minister, Cameron only tried to dodge the larger discussion.

“It would have been better if instead of expressing his annoyance and talking as if he were in the British parliament, he would have said: ‘OK, let’s sit down to talk and see how to resolve this,’” Timerman said yesterday after the meeting held in Brussels.

In late April, prosecutor Carlos Gonella (Economic Crime and Money Laundering Unit, PROCELAC), Río Grande federal prosecutor Marcelo Rapoport and the coordinating prosecutor for Tierra del Fuego Adrián García Lois filed a criminal complaint against five energy companies that are drilling for oil near the Malvinas Islands. Hydrocarbon exploration in disputed waters off the Malvinas Islands has been a hot topic for years and the lawsuit was prepared following an initial criminal complaint drafted by the Argentine Foreign Ministry and the Planning Ministry, which responsible for energy matters.

Making it clear that Timerman’s words were part of the same strategy to bring back the Malvinas issue to the political agenda, Fernández de Kirchner also called London to negotiate.

“They still say they’re threatened,” the president said in a direct reference to the conservative premier.

“But the only weapon we have and we will never give up is dialogue,” she said, suggesting that the foreign policy she conducted while she was in the Pink House will be continued by her successor.

“There will always be patriots who believe that it is worthy to fight for what belongs to us and for the memory of those who gave their lives for the cause,” she said.

Fernández de Kirchner yesterday went back to the former ESMA less than three weeks after inaugurating a memorial at the Officers Quarters — where around 5,000 political prisoners were illegally held between 1976-1983. Yesterday she opened a room devoted to late former president Juan Domingo Perón at the Malvinas Museum. Perón was who declared June 10 the Day of Argentine Sovereignty over the Islands.

The museum was inaugurated last year.

With a veiled reference to late former president Arturo Illia, Fernández de Kirchner also reminded that it was in 1965 — during his presidency — that the UN issued a resolution urging the United Kingdom to hold talks with Argentina.

After her speech, the president unveiled the so-called “lighthouse for sovereignty” placed within the building located on Del Libertador Avenue.

“This reflects our struggle against colonialism and our permanent claim against 17 colonialist settlements. Oddly enough — or not that oddly — 10 of them belong to the United Kingdom,” Fernández de Kirchner doubled down her criticism.

During yesterday’s ceremony, the president also gave some belongings back to former combatants — which were in the hands of the British armed forces — and tied the claim over the islands with the legal battle against “vulture funds.”

President Fernández returned to the country today following a 4-day Italy tour, and headed a government rally marking the Malvinas Islands Day of Sovereign Rights Reaffirmation.
The ceremony took place at the former ESMA military school that served as an illegal detention camp during Argentina’s 1976-1983 military dictatorship. The ESMA has been turned into a human rights museum.
«We want everyone to remember that we have a permanent claim for Malvinas,» said Ms. Kirchner.
«With the Malvinas Museum we do not want to commemorate a war, but to document the history of a plunder,» she added speaking about the museum located at the ex ESMA, while questioning the British attitude towards the United Nations resolution that urges both countries to dialogue over the South Atlantic islands.

Moyano: ‘If necessary, we are going to continue with these measures’

Opposition CGT leader Hugo Moyano has praised the general strike staged today by the Azopardo CGT, the Blue and White CGT and Pablo Micheli’s CTA, and warned that similar measures will be taken if the government does not respond to unionist’s claims.

“The government has to summon unions to dialogue, to fix the income tax problem. If not, if necessary, we are going to continue with these measures, the same ones that have historically preserved workers rights,” Moyano said during a press conference held together with union leaders Luis Barrionuevo and Pablo Micheli.

A nationwide 24-hour strike led by opposition transport workers unions took effect today from 12:01am. The lack of public transportation and early road blocks led by leftist parties today paralyzed the City.

Moyano considered the strike to be historical and stressed its success shows the differences between the government and workers interests.

“This strike has been very important; it will enter our country’s history. It clearly showed there is a discomfort towards the government’s policies,” he said.

Micheli echoed Moyano’s comments and questioned what he considered increasing job precariousness.

“It is a shame the President says there is only a 5 percent poverty rate in the country. She should return the FAO award she received,” said Micheli, in reference to the United Nations Food and Agriculture Organization (FAO) award given to Argentina for its fight against hunger.

President CFK meets with her Italian counterpart

After receiving a special award by the United Nations’ Food and Agriculture Organization for Argentina’s fight against hunger and poverty, President Cristina Fernández de Kirchner today held a meeting with her Italian counterpart, Sergio Mattarella, at the Quirinale Palace, and later they both shared a lunch at the Belvedere Dell Torrino Hall.

It was the president’s last commitment before heading back to Argentina after a three-day official visit to Rome which included a meeting with Pope Francis yesterday.

Afsca dismisses Bullrich’s petition to stop CFK public broadcasts

The Afsca media watchdog has decided to discard the petition presented by lawmaker Patricia Bullrich that aimed to stop President Cristina Fernández de Kirchner’s public broadcasts.

Martín Sabbatella, head of Afsca, explained today the institution dismissed Bullrich’s petition because it is up to the executive to decide on the frequency and content of publicly broadcasted presidential speeches.

Unión PRO lawmaker Patricia Bullrich had presented a petition to stop CFK’s public broadcasts arguing the President is misusing the system.

“The President is using the public broadcast system correctly,” Sabbatella said, adding article 75 of the Audiovisual Communications Services law states that the President can appear on public broadcast if the message transmitted is considered important by the executive.

Ms Kirchner has done 22 publicly broadcasted speeches so far in 2015. She considers them to be of importance to balance what she describes as a 24-hour opposition public broadcast, in reference to opposition media giant the Clarín Group.

En el gobierno se considera un éxito el operativo de vaciamiento de dirigentes del Frente Renovador, que consiguió dos objetivos fundamentales: por un lado, dejó al tigrense casi sin figuras importantes en el interior, luego de las deserciones de Mario Das Neves y el gobernador de Río Negro, Alberto Weretilneck, entre otros, y, además, desmanteló el núcleo territorial del massismo, la Primera Sección Electoral, con las fugas de los intendentes Sandro Guzmán (Escobar), Raúl Otahecé (Merlo), Gabriel Katopodis (San Martín) y Helios Eseverri (Olavarría). Sin embargo, las cuentas no son tan simples. Una cosa es la fuga de dirigentes que mayoritariamente vuelven al Frente para la Victoria -Jesús Cariglino de Malvinas Argentinas es una excepción, porque se alió al PRO- pero otras cosa es hacia dónde irán los votos. En el PRO se insiste en que el 60% de los votantes de Massa, si éste no es candidato, irían hacia Macri y sólo el 40% al kirchnerismo. Otras fuentes dan porcentajes distintos pero en ningún caso alejados del 50% para cada uno.

Con estas cuentas, una eventual renuncia del tigrense a su candidatura presidencial le aportaría a Macri una cantidad de votantes tal vez más que suficientes como para superar el 30% de los votos. En otras palabras, que si, por ejemplo, Scioli consiguiera en primera vuelta alcanzar la barrera constitucional del 40%, igual se vería arrastrado a una segunda vuelta al quedar Macri por encima del 30%. La otra alternativa, llegar al 45% para ganar en primera vuelta, está por ahora fuera de los cálculos de los encuestadores. O sea que el desmantelamiento del massismo podría terminar siendo un boomerang para la Casa Rosada si crea las condiciones para un escenario al cual CFK le teme especialmente: el ballotage, donde la oposición probablemente consiga lo que antes de este punto parece imposible: la unidad de sus votos.

Un cambio de último momento

Por estos motivos, en las últimas horas Aníbal Fernández y otros operadores presidenciales empezaron a mover los hilos para evitar que la crisis en Tigre termine en que Massa levante su candidatura presidencial, ya sea para pasar a disputar la gobernación o para retirarse de la campaña. Los sondeos oficiales incluyen a José Manuel de la Sota, porque el gobierno ahora también necesitaría que se mantenga la primaria en UNA, la alianza que formaron aquél y Massa. Y, desde ya, también hay gestiones para que Francisco de Narváez no levante su candidatura a gobernador.

El kirchnerismo está programado para repetir su estrategia electoral del 2011. Esto es, conseguir una diferencia a favor muy importante en las PASO para instalar el clima de que el triunfo en primera vuelta es irreversible. La tendencia exitista de los argentinos funcionaría entonces como un factor acumulador de votos para superar el 40%. Así le funcionó a CFK en el 2011 -con una economía por cierto en mejores condiciones- cuando en las PASO consiguió el 51% y liquidó el pleito en la primera vuelta con un 54%.

Mientras tanto, en las filas K van llegando instrucciones de cómo se armarán las listas de candidatos. Algunas directivas ya estarían tomadas. En el caso de las listas para diputados tanto nacionales como provinciales, habrá una sola lista K por cada distrito. Otra decisión que estaría prácticamente tomada es que los precandidatos a gobernador de Buenos Aires serán Aníbal Fernández y Julián Domínguez, quedando Fernando Espinoza (intendente de La Matanza) como el vice del primero. Ambos llevarían las dos boletas presidenciales, es decir, las de Scioli y Randazzo.

Por último, se afianza la idea de que CFK sea candidata al PARLASUR y en las últimas horas fue totalmente desestimada una versión que señalaba que la presidente podría, a último momento, asestarle un golpe bajo a Scioli, permitiendo que su boleta, la del PARLASUR, se una sólo a la de Randazzo. Una propuesta que habrían lanzado algunos dirigentes de La Cámpora, pero que fue rápidamente desechada, y Carlos Zannini la habría calificado de disparate. Una pulseada de CFK con Randazzo contra Scioli en las PASO sería para ella tomar un riesgo enorme. Tan grande que un éxito del gobernador en esas circunstancias sería el certificado de defunción del cristinismo.

Church highlights unity in separate Te Deums

Catholic Church leaders yesterday sent messages of peace and unity addressed to the country’s political leaders during the homilies to commemorate the 205th anniversary of the May Revolution.

In Luján as well as Buenos Aires City, religious leaders echoed Pope Francis’ words regarding the need to avoid hate and infighting, remarks the former archbishop had uttered when elected pointiff in 2013.

Offering the Te Deum ceremony at the Luján Basilica, the Archbishop of the cities of Luján and Mercedes, Monsignor Agustín Radrizzani, called for work and solidarity and demanded “no more fights” between Argentine politicians.

“Take care of each other. Don’t hurt others. Avoid hatred, avoid infighting. Put envy aside, do not gossip, engage in dialogue,” Radrizzani said.

The Church leader also emphasized on the need for public policies that take into consideration “the poorest and most excluded sectors of society.”

On a more colourful note, Radrizzani stressed the renovation works on the basilica carried out with taxpayer money during the 2003-2007 administration of late president Néstor Kirchner.

“With contribution from Néstor Kirchner in the past and the support from our president today, renovation has returned the lustre to the basilica… Today, the sanctuary looks (like it used to in 1930) and can be seen (all the way from) from Belgrano Square,” he said referring to the city’s main public square.

President Cristina Fernández de Kirchner showed up at the traditional Te Deum ceremony in Luján after appearing last year — for the first time in eight years — at the BA City Cathedral, metres away from Government House.

Accompanied by her entire Cabinet, the head of state arrived at 11.45am and was received by Buenos Aires province Governor Daniel Scioli.

Last week, Fernández de Kirchner announced that she would attend the Luján ceremony “as a symbol of what was achieved in the past 12 years” of Kirchnerite rule.

Presidentials hopefuls make peace

Scioli and Interior and Transport Minister Florencio Randazzo, his rival in the Victory Front (FpV) primary, suspended tensions yesterday and they both shared the same car to attend the religious service.

The Kirchnerite official sat in the second row, next to the president’s Chief-of-staff Eduardo “Wado” de Pedro, while Scioli and his wife Karina Rabolini occupied seats in the first row. After the ceremony, the two presidential candidates waited for the president, walked together and were photographed separately.

Hours later, Scioli shared a photo with his wife and CFK in social networks, stressing that at the October elections, victory will be “for those who don’t want to go back to the (economic) adjustment policies.”

Randazzo, for his part, said that he wantd to discuss with Scioli because he wanted to know what the governor thinks “about human rights, the Media Law and the complicity between militars and civilians” during the last dictatorship.

BA city Te Deum

Meanwhile, at the Metropolitan Cathedral, another Te Deum was celebrated, which was led by BA City Archbishop Mario Poli, who called to “overcome the idea that the other is an adversary or an enemy” — another message demanding the unity of political leaders.

City Mayor Mauricio Macri took part in the ceremony and expressed regret that the president was not there: “It’s a pity the Te Deum is split in two. We made it last year, I don’t know why the president decided to return to Luján.”

Yesterday’s Te Deum at the Cathedral was Macri’s last May Revolution ceremony as BA City mayor.

‘Someday we will make our dreams come true in the city as well’

President Cristina Fernández de Kirchner has inaugurated the new “Kirchner Cultural Center”, the biggest one in Latin America, as part of the «Semana de Mayo» celebrations.
«Today is a historic day and I feel very glad. Culture has followed our economic growth,» CFK said during a speech delivered from the building, located between Sarmiento and Bouchard streets, and Alem and Corrientes avenues, in downtown Buenos Aires.
The cultural center is the biggest one in Latin America. It has 44 exposition rooms and six auditoriums. The place was originally used as the Buenos Aires city mail center, and was declared historic historic heritage in 1997.
Works began in 2008. The inauguration was first meant for 2010 to celebrate the Argentine bicentennial, but it was delayed.
«This could not have been done by private investors. The state was needed to finish these kind of work. It is the state that decides to redestribute wealth, also for cultural aims, when the economy develops,» Ms Kirchner said.
The President also praised the record time in which the building was reconstructed: «It took six years. That’s a record time, because it is more difficult to rebuild and repair than to build from scratch.»
“If we could do this with injunctions falling against us from the sky, imagine what we can do with the law working with us instead of against us,” she added, questioning legal proceedings boosted by private businesses that blocked Victory Front projects such as the Media Law.
CFK acknowledged the works are not yet completely finished, but revealed the Argentine philharmonic will play the National Anthem on May 24 at midnight from one of the auditoriums of the newly opened center.
The President then recalled how she saw the works develop form the very start, when her late husband President Néstor Kirchner started them, and, in a politically charged comment against BA city Mayor and presidential hopeful Mauricio Macri, hoped the country’s capital city can fulfill similar projects in the future.
“Every time I see the natural reserve in Puerto Madero, I hope we someday can develop it even further, like the Bois de Boulogne in Paris or the Central Park in New York. Someday we, the ones that are behind this political project, are going to be able to make those decisions for the city. Someday we will make our dreams come true in the city as well,” the President said, weeks after a disappointing primary election for the ruling Victory Front (FpV) in BA city.
The opening of the «Kirchner Cultural Center» was one of the main activities of the «Semana de Mayo» celebrations, which finish on Monday with the head of state’s speech at Plaza de Mayo.

CFK receives letter from pope celebrating May week

Pope Francis has sent a letter to President Cristina Fernández de Kirchner to mark festivities for May week, during which the country commemorates the formation of the First Patriotic Government on May 25 1810.

«On the day that Argentina celebrates its national day, I send my greetings to your excellency, which I accompany with a prayer to the Lord that he gives all Argentines abundant fortunes and the gifts of peaceful lives together and growing prosperity in justice and solidarity,» the pontiff wrote in the missive sent today, according to official sources.

The pope will receive CFK on June 7 in the Vatican, which will be fifth meeting between the head of state and the leader of the Catholic Church.

«The new meeting between the President and the pope reaffirms the continuity of cordial relations between the two,» Faiths secretary Guillermo Oliveri told Télam back in April when the visit was confirmed.

Salary agreements signed with five unions

President Cristina Fernández de Kirchner received representatives of five trade unions and business chambers to sign collective salary agreements closed in the last 24 hours, sealing pay rises of around 27 percent in the sectors for the coming year.

The head of state, alongside Labour minister Carlos Tomada and Economy minister Axel Kicillof, met with members of the unions, representing a large number of workers nationwide, who had come to agreement after tense negotiations. The Metallurgical Workers’ Union (UOM), the National Civil Personnel Union (UPCN) which groups public sector workers, the Construction Workers’ Union (UOCRA), Commercial Employees and Building Workers’ Syndicate were the groups which signed pay raises.

After the encounter in Government House, union heads gave a press conference. Asked by ámbito.com about the conflict with bank workers, Tomada maintained that the union’s strike action was inappropriate.

«I am not in agreement with preventative strikes,» the Labour minister fired, pointing out that the group had yet to open negotiations.

With respects to the conflict with edible oil workers, on strike for more than two weeks, the politician vowed to «accelerate the negotiation and resolve it in the coming hours.»

‘Economic decisions are political, must be made by the president’

President Cristina Fernández de Kirchner led today a rally in the Buenos Aires City railway station of Retiro where she praised the renovation of Argentina’s railway system in an event that was part of the official celebrations marking a new anniversary of the May Revolution.

The head of state said that even though Economy minister Axel Kicillof was her «best advisor, it was the president who «keeps on managing the economy becausee (economic) decisions always have to be made by the president, for better or worse.”

Cristina Kirchner urged party members to “talk about the direction the country will have starting on December 10 and not about nonsense or pantomimes,” referring to October’s elections when Argentineans will choose a new government.

The president also stated that “the are no credits if there are no savings except if you want to indebt the nation.”

Later on, Cristina sent a message to the Argentinean people and expressed: “This railway system, these investments are yours, they no longer belong to this government and it is up to you to defend them and to take care of them so no one can take them away from you anymore.”

The head of state was joined by Interior and Transport Minister Florencio Randazzo, members of the cabinet, governors, mayors and by thousand of railway workers.

There were artistic interventions within the facilities of the Retiro station. New train cars that have been recently purchased by the national government were shown as well.

On April 15, the Congress passed a law that created the “Argentinean Railways” company and declared of “National Public Interest” and “Main objective of Argentina” the reactivation of the railways policy.

This was one of the many activities that will be developed as part of the celebrations for the Revolution of May, which will involve the opening of the Néstor Kirchner Cultural Center on May 21 at the former post office building as one of its most important events.

Celebrations will conclude with the popular festival “Homeland is the other” to be held at Plaza de Mayo on May 25 where dozens of national and international artists will perform.
